Cannot Instantiate COMPLUS component

Issue:

After installation of the new 5.5.2 Web Service where the customer gets a Cannot Instantiate COMPLUS component.

Observation:

This may occur when all rights are properly assigned to the account running COM+  to the database, and all criteria are met with regards to permissions of the COM+ Account. 

 

Solution:

Update SQL OLEDB to SQL Native Client v11.1+ at the Web Server.
